He's based on "The Question" and another character called "Mr. A"
But he's meant to be more realistic, in the sense that anyone THAT obsessed with bringing criminals to justice would be a nutcase.
The Graphic novel "Watchmen" isn't for kids, but it's really good. It's been listed as the best comic book ever. I'd recommend it.

... and then the Question from JLU was based a bit off of Rorschach - it kind of went in a circle. If you pay attention in JLU, you'll notice that Question speaks in fragmented sentances sometimes.
