Plenty of empty fields they can quarantine them in. There's portapottys, outhouses, etc that can be done. They already have tents, etc. Just gotta keep the distance. In these times the land owners could have them used now, since it's not doing anything anyway. People donate to homeless anyway. Donate to this for now.
