Japan had started its imperialist/colonial adventures in 1931 when they invaded Manchuria, going on to invade China in 1935. In retaliation for these attacks the US had placed sanctions on Japan to stop them importing oil, iron ore and rubber (among many other raw materials). This was the reason the two countries were negotiating (as referred to many times in the film).

The US knew that Japan would run out of oil and rubber in the spring of 1942 and expected an attack before this date, though they didn't know where (though an attack on the Pacific fleet, which was enforcing the sanctions through a blockade, was looked upon as very probable).

The attack on Pearl Harbour could not really be described as a 'surprise'. Perhaps tactically, but certainly not strategically. The biggest surprise was that the Americans were not better prepared for it.
