Russians I have met have a great (often dry) sense of humor. I could imagine them operating this transmitter just to drive the western world (namely USA) crazy to spend time and money to figure out what it is, when the joke is on us, and they are sipping vodka and laughing.

Jesus, Russians not even hiding what it is - it's a military communication channel.Purpose - warning station (reserved for communication in case of disasters and for civil defense)... buzzing is to prevent anyone using it .For the period of transmission of radiograms, the "buzz sound" is disabled. Radiograms (signals) are transmitted using the phonetic alphabet and are sent by the so-called "monoliths" (signals of the RF army command).

Some dummy working at the station a while back left the television on in the background. You could hear the commercial for an up coming horror movie, haha. I am sure working at such a place is REALLY boring.

I would have to disagree that the buzzer being related to Dead Hand is a myth, it is silly to think the Perimeter would be controlled by a single means such as a radio station, instead, the buzzing sound is a last resort for Perimeter, just like the nuclear submarines have specific sound to listen for if main communications are lost.

You say that it is a myth because it has stopped transmitting before, and no missiles were launched, but with other requirements not yet met Perimeter will disregard the signal loss, Perimeter looks for signals (or lack of) in order, just like a checklist to launch missiles, it is designed to engage based on a very specific sequence of events.

Perimeter uses other means such as seismic sensors, light sensors and atmosphere sensors, after all or those are confirmed by the computers, it awaits a command, if no command is given in a set period of time, it will continue its predefined course. Perimeter is designed to be autonomous, I can assure you the buzzer has a role in dead hand.
